Overview

RegCompiler is a local-execution (on-premise) software utility used by law firms to perform a formal, repeatable structural integrity check of Annex IV documentation prior to delivery.

It consolidates materials already authored and reviewed by counsel into a deterministically structured, traceable delivery package.

What It Does

Structural schema integrity

Prevents export where mandatory Annex IV sections are structurally missing, in accordance with the firm's configured structure.

Evidence presence verification

Confirms that referenced evidence files exist and are included at the point of export. No assessment of evidentiary quality or adequacy is performed.

Deliberate neutrality

No ratings, scores, or legal risk indicators are produced. The record reflects only whether defined procedural checks were carried out.

Controlled document consolidation

Produces a deterministically structured, procedurally tamper-evident delivery package (ZIP), generated only after explicit Partner acknowledgment.

Delivery manifest

Issues a manifest with checksums and timestamps, recording precisely what was packaged and when.

What This Tool Does NOT Do

RegCompiler operates under a strict principle of non-interference with legal judgment.

It does not:

  • Interpret the EU AI Act or related regulations
  • Classify risk (Articles 5, 6, or Annex III)
  • Assess legal sufficiency, readiness, or compliance
  • Generate or amend substantive content
  • Substitute Partner review, approval, or responsibility

Its sole function is to support formal integrity and controlled delivery.

Approved Internal Use

Permitted

  • Structural validation before internal review and controlled packaging after substantive legal review
  • Controlled packaging following explicit Partner approval

Not permitted

  • Client-facing validation or assurance
  • Compliance claims or representations
  • Use as legal authority or substitute for judgment

Security & Control

  • Local execution under firm infrastructure (Docker)
  • No outbound network calls
  • No telemetry
  • Firm-owned validation profiles
  • Export blocked without Partner acknowledgment
  • Non-binding watermark applied to all exported outputs

Internal Pilot Licence (Phase-1)

  • Scope limited to structural validation and evidence presence

Renewal (€7,500 / year) (+ applicable VAT)

Conditional upon demonstrable reduction in Partner administrative overhead and absence of misuse or drift toward compliance tooling.

If reliance shifts toward legal or compliance determination, use of the tool should cease.
